To embed a PDF upload it to Google Drive and set its sharing to public by right clicking on the file name and selecting share. Then on the Insert menu select "From Drive" and select the PDF.

Viewers can click the 'POP-OUT' icon. At the resultant page they can select to print the page(s) they want. They will also be able to download the document. You cannot remove the pop-out but you can set the sharing settings of the PDF to disallow Downloading, Printing and Copying.

PDFs show the top part on mobile, phone and tablet, and the user must click to see the full PDF. Also, users must sign in to view the document because on the phone the Google Drive app overrides looking at it and the app requires a login.

Open the homescreen for Google Drive, Google Docs, Google Sheets, or Google Slides.
Select one or more files you want to limit.
Click Share or Share .
At the top, click Settings .
Uncheck Viewers and commenters can see the option to download, print, and copy.
Click Save > Done.
